Apart from simply grabbing at meaningless issues that look good in the papers (Cameron gets Tough on Ministerial Pay') it also supports his desire to ensure that only the independently-wealthy can afford to stand for parliament, run two houses etc. After all, the plebs don't deserve a say in Cameron's ideal World
