Despite suggestions of a large-scale backbench rebellion over the Legg Report, just 12% of the Phi100 panel believe it will happen. 79% believe it will fail to materialise.
The Phi100 panel is a made up of MPs and peers, journalists, strategists and think tank leaders from all main political parties.
This view was uniform across the political divide.
One Liberal Democrat MP thought a rebellion unlikely, but warned, ‘You can never underestimate the collective stupidity of MPs’.
There was, however, a consensus view that individual MPs will fight the recommendations. ‘The Labour MPs standing down and those certain to be defeated at the election might feel they've nothing to lose’, said one independent political journalist. A Liberal Democrat MP agreed. ‘Retiring MPs may put a score or so together’.
