Jack Dromey MP, Labour’s Shadow Local Government Minister, warning the Government is causing chaos in the planning system and damaging economic growth by dithering over the National Planning Policy Framework, said:
"The Government has failed to publish the National Planning Policy Framework (NPPF) causing chaos in the planning system. While the Government dithers over the NPPF, investment by house builders, developers, energy companies, and transport organisations is being put off due to the uncertainty, damaging this country’s economic growth.
"Planning policy plays a critical role in shaping development across the country. The Government committed to presenting the NPPF to Parliament so that it could be debated alongside the Localism Bill. Ministers raised expectations this would be before the Parliamentary recess. It has failed to do so.
"From day one the Government has seemed intent on creating chaos in the planning system. It scrapped the regional spatial strategies without putting in any transitional plans and as result plans to build hundreds of thousands of new homes were binned. It is now creating more chaos.
"Serious concerns have been raised about the content of the NPPF after leaked versions have been released including weakening the definition of sustainable development, the protections for our countryside and green spaces and the protection for our high streets.
"It is wrong that the Government has failed to publish the draft of such a major document for MPs to scrutinise, the country deserves better. I will be writing to the Government’s Planning Minister, Greg Clark, to ask the Government to stop dithering and publish the NPPF as soon as possible."
