The expenses story will run for months to come, despite the Kelly Report, insiders believe.
Sir Christopher Kelly will publish his recommendations tomorrow on reforms to expenses – expected to include restrictions on MPs claiming second homes, and a ban on employing family members.
Nevertheless, 70% of political insiders believe this will not be enough to draw a line under the expenses furore. Only 23% believe the media are becoming tired of the story.
The Phi100 panel comprises Parliamentarians, journalists, think tank leaders and strategists, giving a unique insight into collective opinion at the highest level of politics.
A Conservative MP said, “This story will go on until the House of Commons finally recovers its self-respect and self-confidence to run its own affairs again. If MPs do not trust themselves to run their own affairs, why should the public trust MPs to run anything?”
A Liberal Democrat MP agreed, saying, “It will continue until Legg has reported and we know who is paying what and who is refusing to pay what!”
A Conservative MP said, “It will definitely go through to the election – and maybe beyond.”
Another Conservative MP said, “The media will push this so long as they believe it will sell copies, but I think that it's now on a par in the public mind with the shenanigans of soap stars. I had 20 constituents email or write to me about this between February and July, and two since then.”
A political journalist said, “The media are becoming slightly bored of the story…but it depends what MPs do.”
Another insisted, “The story will continue to run because the new standards body for MPs will have to decide whether to accept Kelly's recommendations.”

MPs (like Harriet Harman) are going to Lobby the new Standards Board not to accept the Kelly report without changes in favour of MPs.
That will create as big an outrage as the original scandal because the Kelly recommendations are just to bring MPs into line with normal business practice.
