A Downing St spokesperson said:
"Following the massacre in Houla, the Prime Minister today phoned UN Secretary General Ban Ki Moon as part of the Government's ongoing efforts to mobilise the international community to increase the pressure on the Assad regime and to bring an end to the despicable suppression of the Syrian people.
"The Prime Minister and UN Secretary General agreed that the UN Security Council needs to stand firm and united behind a strong message condemning the actions of the Assad regime and that the Annan plan must be implemented for there to be an orderly democratic transition that meets the legitimate aspirations of the Syrian people.
"The Prime Minister suggested that the United Nations Security Council should consider increasing the size of the observer mission to strengthen the chances of the Annan plan succeeding."
