Apparently Brown's temper problems have been well known for decades but an election is close so scrubbing and whitewashing are in order. Unless you have to work for him who cares? The problem for civil servants is they have never had to face getting a real job outside and are scared to. In the private sector people can and do walk away from poor managers. You can easily tell poor mangers by the rapid turnover of their staff in the private sector.
