Britain must introduce water meters with "social tariffs" if it is not to face severe water shortages in the future, the Institute of Civil Engineers said today. The ICE said supplies were at a "critical" point in a report released today, while Shadow Water Minister Gavin Shuker accused the Government of "dragging its feet" on the issue.
