Nick Clegg has set out proposals to allow major cities in the UK greater independence on spending and raising money, infrastructure developments, and measures to tackle unemployment. At a speech to the IPPR in Leeds, the Deputy Prime Minister described the “city deals” as an “unprecedented transfer of power” from Whitehall. At the same conference Shadow Business Secretary Chuka Umunna criticised the Government putting regional funding at risk by failing to create a mechanism for allocating European Regional Development Fund money for the regions after abolishing the Regional Development Agencies.
