Russia and China veto UN resolution

Russia and China veto UN resolution
Both Russia and China have vetoed a resolution on Syria at the UN Security Council in New York. The vote, initially expected to take place at 15:00, had been delayed as discussions went on in an attempt to prevent a Russian veto.

Russia had voiced concerns about the resolution as it believed it singled out President Bashar al-Assad's Government and did not address armed opposition groups. The  Russian Foreign Minister Sergei Lavrov had outlined concerns about the international community picking a side in a civil war.

The veto has been roundly criticised by Western governments with the US Permanent Representative to the UN telling Russia that any “further bloodshed will be on their hands” and that the “US is disgusted” by their decision.

The Foreign Secretary William Hague condemned the veto and said the UK would continue to support the people of Syria to find an end to the violence.

He said: "Russia and China faced a simple choice today: would they support the people of Syria and the Arab League or not? They decided not to, and instead sided with the Syrian regime and its brutal suppression of the Syrian people in support of their own national interests. Their approach lets the Syrian people down, and will only encourage President Assad's brutal regime to increase the killing, as it has done in Homs over the past 24 hours."

Earlier the French government had said the latest violence in the country shows a further "step towards savagery" and warned that those who block a resolution against Syria "will bear a heavy responsibility in history".

The resolution called on President Bashar al-Assad to "hand over power" to a deputy, to oversee a transition. Russia had repeatedly said it would not back such a resolution and despite this stipulation being dropped from the draft resolution it was not enough to prevent Russia and China using their vetoes.

The vote came after more than 50 people had been killed by shelling in the northern city of Homs, although earlier reports had suggested a far heavier loss of life.

This violence, described by France as a massacre, resulted in Barack Obama insisting that "President Assad must step aside." Meanwhile, six people have been arrested as protesters attempted to break in to the Syrian Embassy in London.
