The Government is considering overhauling the road tax system to create a two-tier system with motorway and major A road users paying more, according to The Sunday Times. Under the plan all motorists would pay the first charge, allowing them to drive on local and smaller roads, but those wanting to join major roads would face a second flat rate levy.
