Damian Green has rejected claims that a low turnout of voters for the Police and Crime Commissioners elections would undermine the results.
The Policing Minister told BBC's Question Time programme,"I'm fascinated that people seem not to want democracy," adding, "If you don't vote you can't complain afterwards".
