Mug shots of people taken into custody are to be put on a database so that law-breakers are not able to evade the law by moving around the country. The Independent reports that approximately 16m images of people are to be put on police files.
Civil liberty groups have said only those actually convicted of wrongdoing should be put on the database. Nick Pickles, the director of Big Brother Watch, said it was a "flagrant threat" to people's civil rights.
