David Cameron is considering the idea of a Royal Charter-backed press regulator to enforce the Leveson principles, The Times reports.
The plan would be backed by a parliamentary bill, and is said to have emerged last night after cross party talks between Ed Miliband, Nick Clegg, and the Prime Minister.
