Britain will "drift towards the exit" of the EU unless it can repatriate significant powers from Brussels, David Cameron had been due to warn today in his postponed Europe speech.

The Prime Minister abandoned his trip to the Netherlands as the Algerian hostage crisis deepened yesterday.

But according to extracts put out by Downing Street, Mr Cameron was due warn of a "growing frustration" with decision-making in Brussels.

US president Barack Obama personally pressed Mr Cameron over the UK's continued membership in a phone call yesterday, the White House has revealed.
