Lord Heseltine: Foreign students should be exempt from immigration targets

Lord Heseltine called for foreign students to be exempt from the Government’s immigration targets, saying that they brought “prestige” and “financial stability” to Britain’s universities.      

“There’s no question about abandoning the immigration targets, or of the need to have very rigorous controls. The thing got out of control under the last Labour government, this government is doing its best to try and regain the borders. But I think that students are really not what people perceive as immigrants.
