Nicky Morgan is reportedly pushing to revive the Coalition system which allowed secretaries of state to bring in more outside help to their departments.

According to The Times, the Education Secretary wants David Cameron to authorise ‘extended ministerial offices’ which allowed ministers to appoint up to ten experts and promote preferred civil servants.

The appointees are on civil service contracts, rather than special adviser terms.

The Civil Service Commission said the system could “lead to the blurring of the distinction between civil servants and special advisers”.
