About

The Council of Mortgage Lenders (CML) is the trade association for UK residential mortgage lenders.

We represent a mix of banks, building societies, and non-deposit taking lenders. Our members account for 95% of all residential mortgage lending in the UK, and have £1.28 trillion of lending outstanding to around 11 million households.

Our purpose is to represent mortgage lenders and promote sustainable housing finance in the UK. We are the main representative voice for the residential mortgage lending industry, and the central provider of economic, statistical, legal, research and other market information.

We are always happy to help parliamentarians with queries on the mortgage market. We distribute a regular parliamentary newsletter, Housing finance at a Glance. And we run informal briefing lunches in the House of Commons for backbench MPs to discuss current market issues.   • Gross mortgage lending declines in January

    The Council of Mortgage Lenders estimates that gross mortgage lending reached £14.3 billion in January. This represents a 14% decrease from December’s gross lending total (£16.6 billion) and is 11% lower than the £16.1 billion lent in January last year.

    The Council of Mortgage Lenders today released new data on the characteristics of UK mortgage lending, broken down for the periods of December, the fourth quarter and annual data for 2014, including trends in first-time buyers, home movers, remortgaging, and buy-to-let.

  • Gross mortgage lending up 5% month-on-month

    The Council of Mortgage Lenders estimates that gross mortgage lending reached £19 billion in October. This is 5% higher than September (£18 billion), and 8% higher than October last year (£17.5 billion). This is the highest lending total for an October since 2008 (£18.6 billion).

  • Survey sheds new light on how borrowers will cope with higher rates

    New data published today in CML News & Views shows that some 60% of mortgage holders anticipate that they will be in the same financial position or better in three years' time - even though the majority expect interest rates to rise. Around half expect their finances to be broadly unchanged, with more than 10% predicting their financial position will improve.

    The Council of Mortgage Lenders estimates that gross mortgage lending reached £18.6 billion in August. This is 5% lower than July (£19.7 billion) but 13% higher than August last year (£16.4 billion) and the highest lending total for an August since 2008 (£19.3 billion).

  • CML disappointed at unintended impact on buy-to-let from European Directive

    Today, the Treasury issued a consultation on how the UK will implement the requirements of the European Mortgage Credit Directive, which needs to be fully implemented by March 2016. The CML looks forward to working with the Treasury and with the Financial Conduct Authority to minimise disruption, especially given that UK mortgage regulation has only recently been completely overhauled.

  • Data shows Help to Buy is hitting the mark, says CML

    Combined purchases through the Help to Buy equity loan and mortgage guarantee schemes have accounted for a little under 6% of houses bought in the last 15 months, according to Treasury data published today. The data show that the schemes have been used almost exclusively to purchase moderately-priced properties, in all regions of the UK, with no undue focus on any particular area or price bracket.

  • Gross mortgage lending continues to grow in July

    The Council of Mortgage Lenders estimates that gross mortgage lending reached £19.1 billion in July. This is 7% higher than June (£17.9 billion), 15% higher than July last year (£16.7 billion) and the highest monthly figure since August 2008 (£19.3 billion).

  • House purchase lending growth remains steady in second quarter

    New CML data on the characteristics of lending in June show that it remains driven primarily by lending for house purchase, rather than remortgage. Total gross lending in June grew by 6% on the month to £17.9 billion (20% up on June last year), according to the Bank of England. In the quarter, gross lending totalled £51.4 billion - up 11% on the first quarter, and 23% on the second quarter of 2014.

  • Interest-only contact strategy is working as intended, CML reports

    One year on from the agreement between the CML and the FCA, for lenders to contact all borrowers with interest-only mortgages due to mature before the end of 2020, the CML is able to report a significant reduction in outstanding interest-only mortgage debt. People are clearly taking action to reduce the risk of not being able to repay their loan when it matures.

  • One month to go until new mortgage rules kick in

    The UK mortgage industry will see the largest change to regulation in a decade on 26 April 2014, when the Mortgage Market Review (MMR) changes are formally implemented. The rules, which are being introduced to reinforce consumer protection, are overseen by the industry regulator, the Financial Conduct Authority (FCA).

    The Council of Mortgage Lenders estimates that total gross mortgage lending was £15.2 billion in February. This is 6% lower than January’s figure of £16.1 billion, but 43% higher than the £10.6 billion lent in February last year and the highest total for a February since 2008.

    The CML welcomes formal publication today by the European Union of the mortgage credit directive, and calls on the Treasury and the Financial Conduct Authority to begin to consult publicly as soon as possible about how the directive will be implemented and what changes there may be for UK firms and consumers.

    Gross mortgage lending was an estimated £15.5 billion in January, according to the Council of Mortgage Lenders. This is down 8% compared to the gross lending total of December 2013; however, it is a third higher than January 2013 (£11.6 billion).

  • 2013 repossession rate lowest since 2007, says CML

    The number and proportion of mortgages ending in repossession was lower in 2013 than in any year since 2007, according to the latest data from the Council of Mortgage Lenders. At 28,900, the number of repossessions represented 0.26% of outstanding mortgages.

  • December gross mortgage lending up 49% year-on-year

    Gross mortgage lending was an estimated £17 billion in December, according to the Council of Mortgage Lenders. This matches November’s gross lending total, however, it is 49% higher than December 2012 (£11.4 billion) and the highest total for a December since 2007. This brings the estimated total for the year to £177 billion, up from £143 billion in 2012.

  • November gross mortgage lending up 30% on last year

    There was an estimated £17 billion of gross mortgage lending in November, according to the Council of Mortgage Lenders. This was 4% lower than October's figure of £17.6 billion but 30% higher than the £13 billion lent in November last year.

  • Stephen Noakes to become new CML chairman

    Stephen Noakes, mortgages director for Lloyds Banking Group, is to become the new chairman of the Council of Mortgage Lenders from the beginning of January. He will succeed Nigel Terrington, chief executive of the Paragon Group of Companies, who has been chairman for the last year.

  • Home-owner house purchase and buy-to-let lending grew in July

    Gross UK mortgage lending rose 12% in July to £16.7 billion, up from £14.9 billion in June and 29% on last July. Survey results published by the Council of Mortgage Lenders today show that this growth in July continued to be buoyed by home-owner house purchase lending, in particular by growth in first-time buyers.

    The Council of Mortgage Lenders estimates that total gross mortgage lending in July increased to £16.6 billion, representing a rise of 12% from £14.8 billion in June and 29% higher than the total of £12.9 billion in July last year. This is the highest monthly estimate for gross lending since October 2008 (£18.6 billion).

  • Mortgage possession cases fall in second quarter

    The number of properties taken into possession by mortgage lenders declined in the second quarter of 2013, according to data published by the CML today. At 7,700, the number of possession cases was almost 4% lower than the 8,000 recorded in the first three months of the year, and was equivalent to 0.07% of all outstanding mortgages. In the first six months of the year, the number of cases of possession totalled 15,700, the lowest number since the second half of 2007, when there were 13,100 cases.

  • Buy-to-let lending tops £5 billion in second quarter

    Lenders advanced 40,000 mortgages, worth £5.1 billion, to buy-to-let investors in the second quarter of 2013, according to data published today by the CML. Both the number of buy-to-let loans, and the value of lending, were the highest since the third quarter of 2008.

    In its response today to the Law Society of Scotland (LSS) consultation paper on mandatory separate representation, the Council of Mortgage Lenders (CML) has urged Scottish solicitors to reject the proposal. In the vast majority of cases, joint representation of lender and borrower is more efficient, more cost-effective, and more clearly in the consumer interest.

  • 42% more first-time buyers in May than a year ago

    Lending to first-time buyers, home movers and remortgagors all increased in May, with a particularly marked increase in lending to first-time buyers, according to the latest Regulated Mortgage Survey data published today by the Council of Mortgage Lenders.
