BGC mourns the passing of Lord Lipsey

The Betting and Gaming Council is deeply saddened to learn of the passing of Lord David Lipsey, a tireless advocate for evidence-led policy, an eloquent parliamentarian, and a lifelong supporter of greyhound racing.

Lord Lipsey’s distinguished career spanned journalism, politics, economics, and public policy. In the House of Lords, he was a prominent and respected voice in debates on gambling reform, bringing insight, balance and intellectual rigour to discussions that affect millions across the UK. His interventions were consistently guided by a deep sense of fairness and a belief that regulation must protect the vulnerable without undermining personal freedoms.

Beyond Westminster, Lord Lipsey was beloved in the world of greyhound racing. A true enthusiast and defender of the sport, he served as Chair of the All-Party Parliamentary Greyhound Group and President of the Greyhound Trust. He campaigned passionately for the welfare of racing greyhounds and was instrumental in securing greater recognition and support for this uniquely British pastime. His commitment ensured that both the sport and the welfare of the animals at its heart remained high on the political agenda.

Grainne Hurst, Chief Executive of the Betting and Gaming Council, said: “We are deeply saddened by the news of Lord Lipsey’s passing. He was a man of enormous integrity and wisdom, who brought clarity and compassion to every debate he took part in. His love for greyhound racing, and his dedication to ensuring the highest welfare standards for the dogs, was inspirational. His contributions to the gambling sector were marked by reason, research and a desire to ensure public policy worked in the best interests of all. He will be greatly missed by everyone at the BGC and across the industry.”

The thoughts of everyone at the Betting and Gaming Council are with Lord Lipsey’s family, friends and colleagues at this difficult time.
