Conwy County Borough Council – Abergele Pensarn: Labour hold.

Parker, Valerie Mary – Independent – 10 (1.62%)
Pitt, John Edgar Hanson – Welsh Conservative – 54 (8.75%)
Smith, Michael David – Independent – 134 (21.71%)
Stubbs, Richard – Welsh Labour – 160 (25.93%) **elected**
Sudlow, Kenneth John – Non-aligned – 74 (11.99%)
Wardlaw, Sarah Jane – UKIP – 129 (20.9%)

Votes: 617*
Turnout: 30.7%
Majority: 26

By-election held following the resignation of Labour councillor Jean Stubbs.

Durham County Council – Crook: Labour hold.
